Debate over laws and regulations does not stop once they are put in place. When existing laws and regulations are considered unacceptable, inappropriate, or ineffective for any reason, they may be challenged in court. Proposals for amending or replacing laws and regulations with new ones may also come forward. A number of non-profits concerned about the public interest, and/or the legal concerns of artists, actively engage in litigation.
